Bitkom Study Shows: AI Act Becomes a Hurdle
The latest Bitkom study demonstrates an impressive AI boom in the German economy. However, progress is overshadowed by massive legal uncertainty due to the AI Act.

1. The AI Breakthrough is Here
The numbers from the new Bitkom study are clear: Artificial intelligence has arrived in the mainstream of the German economy. Usage has nearly doubled within a year – today, one in three companies (36%) uses AI. A year ago, it was only 20 percent.
Opportunity, Not Hype
Perception has shifted: 8 out of 10 companies (81%) see AI as the most important future technology. 83 percent view it as a clear opportunity for their own business.

Despite the optimism, the study touches a nerve. The biggest obstacles for companies are no longer technical, but legal in nature.
- Legal hurdles (53%): The biggest obstacle is uncertainty caused by legal ambiguities.
- Criticism of the AI Act (56%): A majority of companies see more disadvantages than advantages in the European AI Act.
- High effort expected (49%): Almost half of affected companies expect a "very high" effort in implementing the regulation.
